Food waste reduction targets to be achieved by Member States by December 31, 2030 at national level, are set out in Directive (EU) 2025/1892amending Directive 2008/98/EC on waste.
Member States must take the necessary and appropriate measures to achieve the following quantified food waste reduction targets:
- Reducing the amount of food waste generated during processing and production about 10 % compared to the annual average amount of food waste generated between 2021 and 2023.
- Reducing the amount of food waste generated per capita (collectively in retail and other food distribution, in restaurants and food services, and in households) about 30 % compared to the annual average amount of food waste generated between 2021 and 2023.
The setting of these quantified targets serves as a strong political impetus for action and is intended to make a significant contribution to achieving the global Sustainable Development Goal 12.3 (UN), which is to reduce the amount of global food waste per capita by half by 2030.
The reference period for setting these targets is annual average from 2021 to 2023However, if a Member State is able to provide data collected before 2021 (using the harmonised methodology of the Delegated Decision Commission (EU) 2019/1597 or comparable methods for years before 2020), may use an earlier year as the reference period.
Additional information about the goals:
- Reducing food waste throughout the food supply chain has significant positive impact on the environment.
- Waste reduction targets at the production and consumption stages require different approaches and measures. For retail, distribution and consumption (restaurants, food services and households) a one common goal, expressed as a percentage change per capita, which takes into account population changes and the interdependence of these stages of the supply chain.
- The Commission shall, by 17 October 2027, adopt implementing acts laying down: correction factor taking into account the increase or decrease in tourism to support Member States in achieving the per capita target (30 % target).
- The Commission will also examine December 31, 2027 the targets set for 2030, to adjust and/or extend them to other links in the food supply chain where necessary and to consider setting new targets beyond 2030. JRi
