EU rules on land use, land-use change and forestry (LULUCF)

The Land, Land-Use Change and Forestry (LULUCF) Regulation "Find available translations" sets out how the land-use sector contributes to the EU's climate goals. The LULUCF Regulation was revised in 2023 for the period up to 2030. To help achieve climate neutrality, the revised LULUCF Regulation has for the first time a stand-alone land-based net carbon removal target of 310 million tonnes of CO equivalent by 2030.

This EU-wide target is to be implemented through ambitious, fair and binding national net removal targets for the LULUCF sector.

The set national targets are the sum of data on the average greenhouse gas inventory for the years 2016, 2017 and 2018 and the national share of the net removal of greenhouse gases (kilotons of CO2 equivalent), which may change in a future revision according to the regulation.
