Sustainability, environmental aspects and public procurement. These are three of the hottest topics in the business world today. They have encouraged EU and national legislatures and authorities to take steps towards a transition to a sustainable public procurement economy or so-called green public procurement.
At the EU level, these growing concerns were reflected, for example, in the recitals of Directive 2014/24/EU on public procurement: "Nothing in this Directive should prevent the imposition or enforcement of measures necessary for the protection of public order, public morals, public safety, health, human and animal life, the protection of plant life or other environmental measures, in particular with a view to sustainable development, provided that, that these measures are in accordance with the TFEU."
