From climate targets to EU legislation. In June 2021, the Council adopted the European climate law, a key element of the European Green Deal. It places a legal obligation on EU countries to achieve climate targets for both 2030 and 2050. The law sets out the framework for measures to be taken by the EU and its Member States to gradually reduce emissions and ultimately achieve climate neutrality in the EU by 2050.

In June 2021, the Council also adopted conclusions endorsing the new EU strategy for adaptation to climate change, presented by the Commission. This strategy outlines a long-term vision for the EU to become a a society that will be resilient to climate change and is able to fully adapt to its inevitable influences.

Another key part of the EU's efforts to achieve climate neutrality is the so-called Fit for 55 packageThis is a set of proposals to revise existing legislation and introduce new initiatives, which is the EU's key plan to turn climate goals into EU law.

The package includes rules aimed at:

• energy
• transportation
• emissions trading and reduction
• land use and forestry

By June 2022, EU countries had agreed on the Council's position on most of the Fit for 55 proposals. These proposals are currently being negotiated with the European Parliament.
