Europe's hidden army in the fight against climate change: Thousands of mayors are leading a revolution you may not have heard of

When we think of the fight against climate change, most of us imagine grand international summits and complex agreements between national governments. But what if we told you that one of the largest and most influential climate movements in Europe is taking place outside the glare of the sun? spotlight, right in our cities and towns? It is led by thousands of mayors and local leaders who have come together under the initiative called the „Covenant of Mayors for Climate and Energy“, which has been operating with the support of the European Commission since 2008. This article reveals four key facts about this surprisingly large and influential movement.

1. It's huge: A movement that encompasses a quarter of Europe

The scale of the Covenant of Mayors is staggering. It is not a small, marginal project. Approximately 100,000 cities are involved in this initiative. 11,000 signatories from local governments across Europe.

More importantly, these municipalities represent approximately 220 million citizens. To put this number in perspective, it is almost as much as the entire population of Germany, France and Italy combined. This means that almost a quarter of Europe's population lives in a region whose leaders have voluntarily committed to ambitious climate targets. This massive scale proves that this is not a symbolic gesture, but a real collective force that is changing the continent from the ground up.

2. Power comes from below: It is not a command, but a voluntary commitment

At the heart of the initiative's success is its unique bottom-up approach. Unlike directives and regulations that come from Brussels or national governments, membership in the Convention is entirely voluntary.

Local governments voluntarily commit to implement EU climate and energy goals. The strength of this model lies in the fact that it unleashes local potential. Instead of passively following orders from above, cities and municipalities actively take responsibility and innovate with solutions that best suit their specific needs and conditions.

3. A clear goal: What future are our cities building?

The movement is not just about abstract commitments, but about building a concrete and better future. The official vision of the Covenant clearly defines the goal towards which all members are working together. This vision is:

Our vision is that by 2050, we will all live in decarbonized and resilient cities with access to affordable, secure and sustainable energy.

The strength of this statement lies in its ambition and focus on concrete benefits for citizens. It is not just about reducing emissions, but also about affordability, safety and sustainability – the quality of life in the cities of the future.

4. More than just a promise: It's a real political force

The Covenant of Mayors is not just a symbolic association, but a highly organised initiative with real political impact. Its structure is designed to ensure that the voice of local governments is heard at the highest levels.

The initiative is led by Political Council, composed directly of mayors and local leaders, and also formally represented by key EU bodies such as the European Committee of the Regions. Members of this council meet regularly and discuss with representatives of EU institutions how to support and accelerate energy and climate action at local level. The initiative is further strengthened by a network national ambassadors, whose task is to support and promote the objectives of the Convention in individual member states. In Slovakia, this role is fulfilled by Juraj Droba, the President of the Bratislava Self-Governing Region, which demonstrates the direct connection of this European initiative with our region. Thanks to this structure, cities and municipalities have a real and collective voice on the European stage.

The most important climate change actions are not only happening in global forums, but also at the local level, driven by the determination of cities and regions. The Covenant of Mayors is proof that organized and coordinated action from the bottom up can have a huge impact. This hidden army of mayors and local leaders is not just fighting for abstract goals, but for the quality of life in every single neighborhood.
