Horizon Europe for a climate-resilient and inclusive built environment

Seven projects funded by Horizon Europe – CARMINE, CLIMRES, MAIA, MINORITY REPORT, MULTICARE, MULTICLIMACT and RETIME – announced a major milestone in their joint efforts towards climate resilience. These projects officially launched Joint Manifesto on Built Environment Resilience in 2025.

These seven projects have come together to form a specialized cluster, united by a common mission and a deep commitment to building climate resilience, inclusiveness and sustainability across Europe. Through this alliance, they coordinate their efforts to amplify the impact of their individual innovations and deliver greater value to society as a whole. The cluster demonstrates that by joining forces, they are stronger, building not only resilient environments but also deeper connections between people, communities and new ideas for a better future.

A vision for adapting to climate risks

The signatories of the manifesto share a vision of a built environment that is future-proof, inclusive and adaptive to climate risksThe manifesto clearly underlines the commitment to three key areas:

  1. Strengthening local and systemic resilience.
  2. Connecting cutting-edge scientific innovation tools applied in 31 pilot sites in the real world across Europe.
  3. Ensuring that every community was included and supported in a climate-smart transition.

Common principles and goals of cooperation

The cluster is based on shared values, including inclusiveness, transparency, mutual benefit, scientific rigor and sustainabilityThese shared values serve as the basis for cluster objectives, which include various forms of coordination and cooperation:

  • Knowledge Exchange: The projects share tools, data, and frameworks to improve interoperability.
  • Joint Dissemination: Coordination of communications, conferences and media outreach.
  • Political Involvement: Joint development of recommendations that are aligned with European Union strategies.
  • Standardization and Harmonization: Exploring synergies in methods, indicators and risk models.
  • Strengthening Community Building: Advancing citizen-led co-creation through participatory and iterative approaches.

Compliance with EU visions

The Manifesto confirms that the work of these projects is fully aligned with the EU's flagship initiatives. These include: European Green Deal (European Green Deal), Horizon Europe missions focused on climate, cities and resilience, as well as the principles Open Science (Open Science) and The New European Bauhaus (New European Bauhaus).

These projects are co-financed by the European Union and invite the public to join their journey towards Inclusive Urban Resilience. JRi
