Environment and climate: Regulation (EU) 2024/3012

Regulation of the European Parliament and of the Council (EU) 2024/3012 of November 27, 2024 establishes a Union certification framework for permanent carbon removal, carbon agriculture and carbon sequestration in products. The aim of the regulation is facilitate and support the deployment of high-quality carbon removal and soil emission reduction while respecting the Union's biodiversity and zero pollution objectives.

Key points of the regulation include:

  • Establishing a voluntary Union certification framework for permanent carbon removal, carbon agriculture and carbon storage in products.
  • The framework has support the achievement of the Union's objectives under the Paris Agreement, in particular the goal of climate neutrality by 2050.
  • The Union certification framework has strengthen environmental integrity and transparency permanent carbon removal, carbon agriculture and carbon storage in products.
  • Support research and innovation in the field of carbon removal.
  • Defining terms permanent carbon removal, carbon agriculture and carbon storage in products.
  • Determination certification requirements carbon removal and soil emission reduction, including accurate quantification, net benefit, additionality, long-term carbon storage, environmental friendliness and ensuring co-benefits in relation to sustainability objectives.
  • Quantification of net benefit carbon removals or land emission reductions in two steps: quantifying the additional amount of carbon removals or land emission reductions achieved by the activity compared to the baseline and deducting any associated greenhouse gas emissions that occurred during the life cycle of the activity.
  • Complementarity of activities, i.e. that activities go beyond standard procedures and are financially viable due to the incentive effect of certification.
  • Monitoring carbon storage and responsibility for any carbon re-release.
  • Sustainability requirementsthat activities do not cause significant harm to the environment and create co-benefits to sustainability objectives.
  • Support for agricultural and forestry practices, which remove CO2 from the atmosphere or reduce soil emissions.
  • Establishing detailed certification methodologies for different types of activities.
  • Independent audit third parties carried out by certification bodies.
  • Establishment and maintenance of the Union registry for permanent carbon removal, carbon agriculture and carbon storage in products.
  • Regular reporting certification systems for their activities.

The regulation also addresses the way in which certificates of compliance and certified units are to be used, for example in companies' climate claims or when trading in voluntary carbon markets. Spring
