The ISO 14064 series provides a framework for the quantification, monitoring, reporting and validation or verification of greenhouse gas (GHG) emissions and removals with the aim of promoting sustainable development through a low-carbon economy. The series is GHG program neutral, meaning that it can be used to verify and validate GHG claims regardless of the criteria used to develop those claims. However, if a GHG program is applied, its requirements are added to those of the ISO 14064 series.

The ISO 14064 series consists of three parts:

• ISO 14064-1: This section focuses on the quantification and reporting of GHG emissions and removals at the organizational level. It details the principles and requirements for designing, developing, managing and reporting GHG inventories at the organizational or company level. It includes requirements for establishing GHG emission boundaries, quantifying an organization’s GHG emissions and removals, and identifying specific actions or activities by the company to improve GHG management. It also includes requirements and guidance on inventory quality management, reporting, internal audits, and the organization’s responsibility for verification activities.
• ISO 14064-2: This section focuses on GHG projects or project activities specifically designed to reduce GHG emissions or enhance GHG removals. It contains principles and requirements for determining project baseline scenarios and for monitoring, quantifying and reporting project performance against the baseline scenario, and provides a basis for validating and verifying GHG projects.
• ISO 14064-3: This part details the principles and requirements for the verification of GHG inventories and the validation or verification of GHG projects. It describes the GHG-related validation or verification process and specifies components such as validation or verification planning, assessment procedures and the evaluation of the organization's or project's GHG claims. This part of ISO 14064 can be used by organizations or independent parties to validate or verify GHG claims.

The ISO 14064 series is used to quantify greenhouse gases in different ways depending on the context. For example:

• Organizations they can use it to quantify their GHG emissions and identify opportunities to reduce emissions.
• Project proponents they can use it to quantify emission reductions or increases in GHG removals resulting from GHG projects.
• Verifiers and validators they can use it to verify or validate GHG claims of organizations and projects.
