On 23 July 2024, the Commission published revised guidelines (GD) supporting the implementation of Directive 2009/31/EC on the geological storage of carbon dioxide (CCS Directive). These updates have been prepared with the support of an independent energy expert and warranty provider DNV and they aim to streamline permitting procedures and promote sustainable CO storage solutions 2 in the European Economic Area (EEA).
The update takes into account stakeholder input to provide Member States with better guidance on the identification of suitable geological areas for CO storage 2 and adopting a balanced risk-based approach to financial provisions for storage permits. Key updates focus on new CO storage technologies 2 in mafic/basalt rocks and depleted hydrocarbon reservoirs, aspects of the carbon capture and storage (CCS) value chain, corrosion and safety issues, and the regulatory transition from hydrocarbon production to CO storage 2 . The GDs also provide additional guidance to Member States in determining geological areas suitable for CO storage or exploration 2.
