The negotiators of the Council and the European Parliament reached today provisional political agreement on CO emission standards ₂ for heavy duty vehicles (HDVs). The aim is to further reduce CO emissions ₂ in the road transport sector and introduce new targets for 2030, 2035 and 2040. The new rules will contribute to meeting the EU's climate ambitions by 2030 and achieving climate neutrality by 2050. The proposal also aims to support the increasing share of zero-emission vehicles (ZEVs) in the heavy-duty vehicle fleet across the EU, while ensuring that innovation in the sector and its competitiveness are maintained and strengthened. The agreement is provisional pending formal adoption by both institutions.

Scope of the Regulation

The co-legislators agreed to extend the scope of the regulation so that almost all new heavy-duty vehicles with certified CO emissions ₂ – including smaller trucks, city buses, coaches and trailers – were subject to emission reduction targets.
