2023 Adaptation Gap Report

The report, which looks at progress in adaptation planning, financing and implementation, states that developing countries' adaptation financing needs are 10-18 times greater than international public finance flows. That's more than 50 percent higher than the previous range estimate.  Modeled adaptation costs in developing countries are estimated at US$215 billion per year this decade. Adaptation financing needed to implement domestic adaptation priorities is estimated at $387 billion per year.  Despite these needs, public multilateral and bilateral adaptation finance flows to developing countries were reduced by 15 percent to $21 billion in 2021. Due to increasing adaptation financing needs and weakening flows, the current adaptation financing gap is now estimated at US$194. -366 billion per year. At the same time, adaptation planning and implementation seem to be stagnating. This failure to adapt has huge consequences for loss and damage, especially for the most vulnerable.
