EU environment ministers approved  conclusions of the Council on preparations for the UN climate change conference ( COP28 ) in 2023, which will be held in Dubai, United Arab Emirates from 30 November to 12 December 2023. The conclusions will serve as the EU's general negotiating position at COP28. In its conclusions, the Council emphasized the importance of significantly increasing global climate ambitions to bring the 1.5°C target set in Paris within reach. It also called for a global phase-out of non-depleting fossil fuels well before 2050 and for fossil fuel subsidies as soon as possible to accelerate the transition to a climate-neutral economy. Ministers endorsed global measures to triple installed renewable energy capacity to 11 TW and double the rate of energy efficiency improvements by 2030.
