The European Commission’s annual emission allocations (AEAs) for EU member states are unambitious and in breach of EU environmental law, according to CAN Europe and the Global Legal Action Network (GLAN). The NGOs on Wednesday requested an internal review of the European Commission’s implementing decision, which sets annual emission allocations for each EU member state in sectors including road transport, construction, agriculture, waste management and small industries. They argue that the EU's quotas and overall climate ambitions are "worryingly out of step" with the climate goals set out in the Paris Agreement and fail to protect fundamental human rights. The request relates to the recent update of the so-called "Effort Sharing Regulation", which is part of a landmark package of EU legislation to reduce the EU's greenhouse gas emissions by 55% by 2030.
