The Commission allocated EUR 594 million from Connecting Europe Facility (CEF) on the 8 cross-border energy infrastructure projects , which were granted the status of projects of common interest in 2022. This investment is part of the EU's wider efforts to decarbonise the energy system and achieve the targets for reducing greenhouse gas emissions set out in European Green Agreement .

Funds have been allocated to several carbon dioxide (CO2) projects, including a maximum of €189 million to D'Artagnan, a CO export hub ₂  in the port of Dunkirk, France; EUR 157 million for CO infrastructure ₂  in the port of Rotterdam (Netherlands), which includes an import terminal and 200 km of submarine transmission line; and €2.54 million for the EU CCS Interconnection, CO Infrastructure Project ₂  in Gdansk (Poland). The Northern Lights Initiative, a cross-border project linking CO capture initiatives ₂  in several EU member states and Norway, also raised €131 million. These projects will support the creation of a pan-European carbon value chain as the Commission works on a new industrial carbon management strategy that will contribute to its climate goals.
