European industry is struggling to recover from the coronavirus crisis and the effects of the war in Ukraine. At the same time, the EU is also struggling to meet its climate commitments and preserve domestic jobs and production chains. Around 27 % of global CO2 emissions from fuel combustion come from internationally traded goods, and emissions from imports into the EU have increased, undermining its climate efforts.
