Regional and local adaptation to climate change

Climate change has been a recognized reality since the middle of the 19th century, while greenhouse gases are known to warm the Earth. Human activity is largely responsible for the unprecedented increase in global temperatures since the Industrial Revolution. Efforts like the Paris Agreement aim to limit global warming with the goal of keeping it well below 2°C, ideally below 1.5°C. Mitigation and adaptation are key to addressing climate change.

The European Union (EU) is actively developing tools and policies to adapt to climate change, with artificial intelligence emerging as a promising technology. At the COP28 conference in 2023, a framework for achieving the global adaptation goal was adopted, which emphasizes the key role of local and regional authorities in the implementation of adaptation measures. Challenges include the need for more nature-based solutions, better dissemination of knowledge, increased funding and improved cooperation with the insurance sector.
