External events, such as the COVID-19 pandemic and more recently the energy crisis in 2022, are putting some downward pressure on emissions. Emissions from installations (electricity generation and heavy industry) have decreased slightly, driven by increased use of coal for electricity and heat generation due to security of supply needs, higher natural gas prices and reduced manufacturing output due to higher fuel and energy prices. In the aviation sector, emissions rebounded from a historic decline in 2020 due to the pandemic. <\/span><span>Despite these temporary interruptions, the EU ETS operated effectively in 2022. Overall, emissions from installations (power plants and heavy industry) remained 7 % below pre-pandemic levels in 2019. Auctions of allowances continued as planned. Apart from a short-term drop coinciding with the start of the large-scale Russian invasion of Ukraine, the carbon price signal remained strong, leading to the collection of almost \u20ac39 billion in ETS auction revenues, which were distributed mainly to Member States&#039; budgets.
