During its overall cycle from 2022 to 2026, this initiative brought together 17 research projects to strengthen Europe's resilience and support the restoration of ecosystems.

Results in numbers and four main thematic areas

The work of researchers and engaged citizens has produced tangible results on the ground. The collaboration has created an extensive network 72 verified demonstration sites, pilots, city centers and Living Labs across 15 projects in Europe, Africa and other regions. Support from GD-SO included organizing approximately 25 expert webinars and 10 major clustering events.

Key achievements of the working group include:

17 projects involved addressing adaptation, demystification, biodiversity restoration and fire management;

42 common synthetic outputs supported by the GD-SO office;

46 published policy briefs for European and national authorities;

Approximately 130 developed and tested tools, services, innovations and technology components for climate resistance.

The project portfolio was structured into four main thematic areas:

Climate services: Development of products and services for end users and cities (REACHOUT, I-CISK, CityCLIM, RethinkAction projects).

Regional climate adaptation: Innovation packages for European regions (ARSINOE, IMPETUS, REGILIENCE, TransformAr).

Nature restoration: Restoration of biodiversity and ecosystem services (SUPERB, WaterLANDS, MERLIN, REST-COAST, LOCALISED).

Forest fire risk management: Prevention, preparedness and control of extreme fires (FIRE-RES, Firelogue, SILVANUS, TREEADS).

Practical digital tools and innovations for cities and regions

The main priority of the working group was to overcome the last mile in transferring scientific knowledge into local decision-making. The research teams delivered a diverse range of concrete software solutions:

Triple-A Toolkit (REACHOUT Project): It helps city governments assess risks, set goals, and plan adaptation measures.

City Climate Services (CityCLIM): They model heat stress and flooding in high resolution for cities like Karlsruhe and Valencia.

I-CISK platform: It connects climate data and predictions with the requirements of actors in Living Labs in Europe and Africa for drought and water resource management.

Climate Action Strategiser Tool / CAST (LOCALIZED): It helps regional authorities design decarbonization pathways and resilience strategies linked to the Sustainable Development Goals (SDGs).

In the area of systemic adaptation, the ARSINOE project developed a tool SustainGraph, digital twins, civic concept MINKA and a dynamic modelling framework for nine European case studies. For the field of forest fires, the SILVANUS project brought drones, sensor networks and artificial intelligence for early detection, while the FIRE-RES, Firelogue and TREEADS projects developed comprehensive systems from prevention to post-fire ecosystem restoration.

Ecosystem restoration and legislative impact at EU level

A significant component was the direct restoration of damaged nature. The projects involved more than 10,000 actors and citizens through participatory methods and cultural approaches. The SUPERB project has implemented forest restoration across Europe and planted over 7,000 young trees in Romania, while the WaterLANDS project combined wetland and peatland restoration with artist residencies to raise public awareness.

The combination of the WaterLANDS, MERLIN, SUPERB and REST-COAST projects brought a significant legislative contribution in the form of joint recommendations for implementation Nature Restoration Law and the preparation of national recovery plans. Teams from the TransformAr, WaterLANDS and REST-COAST projects jointly addressed the investment gap in adaptation financing through innovative financial mechanisms. The expert teams also presented their joint conclusions at the international conference ECCA 2025.

Lasting legacy and useful web links

The Task Force leaves a lasting legacy in the form of stable Communities of Practice connecting researchers, policymakers and practitioners. Key recommendations for future European programmes include early integration of collaboration mechanisms from the outset, ensuring the accessibility of results to non-technical audiences and maintaining a continuous dialogue with policymakers.

For detailed access to official publications, legislation and open data of the European Union, you can visit the following official web portals:

Official website of the European Union: europe.eu

Publications Office of the European Union: op.europa.eu/en/publications

EU legislation and documents on EUR-Lex: eur-lex.europa.eu

EU Open Data Portal: data.europa.eu

Directory of local Europe Direct centres: european-union.europa.eu/contact-eu/meet-us_en

Legal framework for the reuse of EU documents: Decision Commission 2011/833/EU

JRi&CO2AI

Klimatická zmena, strata rozmanitosti druhov a čoraz častejšie extrémne požiare predstavujú vzájomne prepojené výzvy, ktoré vyžadujú koordinovaný prístup naprieč celou Európou.
