As part of the mission &quot;100 climate-neutral and smart cities&quot;, <a href=\"https:\/\/www.nature.com\/articles\/s41558-026-02691-0.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0000ff;\">103 European cities<\/span><\/a> determined to achieve net zero already<!--more--> until 2030.<\/p>\n<p><b>1. An ambitious race against time to 2030<\/b><\/p>\n<p>This ambitious target assumes a reduction in emissions to 0.8 tCO2e per capita, which represents a drastic, <b>ninefold decrease<\/b> compared to the current EU27 average (6.9 tCO2e). However, this \u201elast mile\u201c to neutrality is proving to be a methodological and technological hurdle. The key stumbling block is <b>residual emissions<\/b> \u2013 the residual volume of CO2 that remains in the system even after the implementation of deep decarbonization measures. As an expert, I must warn: without a robust strategy to offset them, the 2030 vision will remain just political marketing.<\/p>\n<p><b>2. Shocking Reality: A 20 Percent Gap That Can&#039;t Be Ignored<\/b><\/p>\n<p>Despite intensive efforts to decarbonize, cities are reaching their structural limits. Analysis of action plans shows that cities have on average <b>20 % emissions<\/b>, which they cannot eliminate by direct measures.<\/p>\n<p>The total volume of these residual emissions for the cities studied amounts to 61.4 million tons of CO2e. This \u201eAustrian problem in the heart of European cities\u201c \u2013 a volume almost identical to the annual emissions of the whole of Austria \u2013 cannot be erased with simple promises.<\/p>\n<p>A surprising finding is that up to <b>81 % of residual emissions come from buildings (50 %) and transport (31 %)<\/b>. Although these sectors are considered \u201eeasy-to-manage\u201c in theory, urban reality suggests otherwise. Local governments face limited influence on capital markets and insufficient competences in regulating private owners or transit traffic, creating a deep gap between academic models and practice.<\/p>\n<p><b>3. The \u201egreen illusion\u201c trap: Why planting trees is not a panacea<\/b><\/p>\n<p>Almost all cities (98 %) rely on temporary, natural solutions to combat residual emissions. Their plans are dominated by:<\/p>\n<ul>\n<li><b>Revegetation and urban greenery (RV):<\/b> The most popular, but often unquantified approach.<\/li>\n<li><b>Soil carbon sequestration (SCS):<\/b> Often seen only as a &quot;co-benefit&quot;, not as a primary, measurable goal.<\/li>\n<li><b>Afforestation (F):<\/b> A traditional tool with limited space in an urban environment.<\/li>\n<\/ul>\n<p>From the perspective of a science editor, this approach is alarming. Cities are subject to a dangerous phenomenon <b>\u201e&quot;mitigation deterrence&quot;\u201c<\/b> \u2013 relying on carbon sequestration can delay necessary emissions reductions at the source. Moreover, trees are not static carbon machines; they are living systems exposed to climate risks.<\/p>\n<p>Most plans ignore the risk of \u201ecarbon reversal.\u201c Droughts, fires, and pests can release decades of stored carbon back into the atmosphere in a matter of days, leaving cities without safeguards like carbon buffers.<\/p>\n<p><b>4. Invisible emissions: What cities (don&#039;t) admit in their plans<\/b><\/p>\n<p>The boundaries of urban neutrality are set in many plans to optically enhance reality. Municipalities tactically exclude ports, airports, and heavy industry, even though their logistics chains fundamentally affect the urban footprint.<\/p>\n<p>Evidence of low methodological maturity is the fact that <b>31 % cities confuse emission reduction with offsetting<\/b>. This leads to a massive underestimation of needs: while the total need for offsets is 61.4 MtCO2e, cities have only realistically quantified in their plans <b>11.3 MtCO2e<\/b>. This quantification gap reveals that the vast majority of future \u201ezero\u201c cities actually rely on data that doesn\u2019t exist.<\/p>\n<p><b>5. Untapped superweapon: Buildings as gigantic carbon storage sites<\/b><\/p>\n<p>The biggest untapped opportunity is to transform the urban fabric into a \u201edistributed carbon sink.\u201c Integrating bio-materials into infrastructure offers fascinating parameters: <b>a five-story solid wood building can store 180 kg\/m\u00b2 of carbon<\/b>, which is three times the density of natural forest.<\/p>\n<p>Added to this is the global potential of biochar in concrete, which could store <b>0.2 \u2013 0.6 GtCO2<\/b>. Yet only one-sixth of cities choose this path. Luxembourg City is the leader. <b>Differdange<\/b>, which integrates CO2 storage directly into public procurement. An example of technological balance is <b>Helsingborg<\/b>, which combines biochar with BECCS, while <b>Stockholm<\/b> plans to become \u201ecarbon negative\u201c and sequester more than its own residual emissions through massive deployment of BECCS.<\/p>\n<p><b>6. Geographic gap in innovation (North vs. South)<\/b><\/p>\n<p>The maturity of strategies measured by the RESRI index (scale 0 to 1) reaches a median of only <b>0,5<\/b>, which indicates a moderately low level of planning. However, we see a clear geographical divide here. Northern cities and Slovenia dominate due to their high CSI index value \u2013 they have access to <b>national infrastructure for geological repositories<\/b>. The south of Europe, without state support for technologies like BECCS and DACCS, remains dependent on uncertain natural solutions.<\/p>\n<p><b>Characteristics of a robust strategy (RESRI):<\/b><\/p>\n<ul>\n<li><b>Quantification (REQ):<\/b> Analyzing the origin of emissions instead of simply setting a target.<\/li>\n<li><b>Selection of measures (ECO):<\/b> Diversified portfolio (natural + technological).<\/li>\n<li><b>Quantification of potential (CP):<\/b> Realistic estimation of absorption capacity.<\/li>\n<li><b>Timing (T):<\/b> A timetable for when the absorption effect will actually manifest itself.<\/li>\n<li><b>Monitoring (MRV):<\/b> Systems for verifying actual sequestration over time.<\/li>\n<li><b>Message (G):<\/b> Legal instruments to protect sinks from urbanization.<\/li>\n<\/ul>\n<p><b>7. From goals to reality 2050<\/b><\/p>\n<p>Moving from the political declarations of 2030 to the sustainable reality of 2050 requires a fundamental paradigm shift. Cities must learn not only to reduce emissions, but also to responsibly manage CDR resources without compromising food security or biodiversity.<\/p>\n<p>Are our cities ready to acknowledge the true cost of net zero, or will we continue to rely on trees that have yet to grow and survive in an increasingly hostile climate? <strong><em>JRi&amp;CO2AI<\/em>\u00a0<\/strong><\/p>","protected":false},"excerpt":{"rendered":"<p>V s\u00fa\u010dasnosti sme svedkami bezprecedentn\u00e9ho klimatick\u00e9ho \u00fasilia na \u00farovni samospr\u00e1v.
