Why we must act: The climate reality of today<\/h5>\n<p>Europe is the continent facing the fastest temperature increase in the world. According to the latest scientific data, our region is warming <b>twice as fast<\/b>, than the global average. Economic damage to property and infrastructure in 2020-2024 reached an average of <b>EUR 45 billion per year<\/b>, which confirms the critical urgency of systemic change.\u201c<\/p>\n<p><b>3 main climate risks for Europe:<\/b><\/p>\n<ul>\n<li><b>Extreme heat waves:<\/b> They threaten the lives of vulnerable groups and dramatically reduce labor productivity in key sectors.<\/li>\n<li><b>Catastrophic floods:<\/b> Devastating events (like the floods in Valencia in 2024) demonstrate the vulnerability of our cities and energy hubs.<\/li>\n<li><b>Systemic dry:<\/b> They lead to land degradation, forest fires and threaten the food security of the entire continent.<\/li>\n<\/ul>\n<p>Although these figures are alarming, the European Union has the technical and political framework that allows us to build an effective defense.<\/p>\n<h5>2. Six pillars of European resilience<\/h5>\n<p>Modern adaptation is based on the principle <b>climate resilience by design<\/b>. This approach integrates climate considerations into every decision \u2013 from municipal budgets to international treaties.<\/p>\n<p><strong>I. Lead with vision<\/strong><\/p>\n<p>Adaptation must be driven by a clear long-term strategy with measurable targets by 2050 that go beyond election cycles.<\/p>\n<ul>\n<li><b>Benefit for the citizen:<\/b> A stable political environment allows families and businesses to safely invest in real estate and innovation, aware of future risks.<\/li>\n<\/ul>\n<p><strong>II. Anticipate and act<\/strong><\/p>\n<p>The key is proactive use <b>early warning<\/b> and dynamic risk assessments that do not work with historical data, but with future scenarios.<\/p>\n<ul>\n<li><b>Community benefit:<\/b> Protection of lives and property through timely mobilization of rescue forces and preventive strengthening of critical infrastructure.<\/li>\n<\/ul>\n<p><strong>III. Learn and improve<\/strong><\/p>\n<p>Building robust systems is a necessity <b>Monitoring, Evaluation and Learning (MEL)<\/b>, which allow the knowledge base to be constantly updated.<\/p>\n<ul>\n<li><b>Benefit for the citizen:<\/b> Greater efficiency of public spending, as the system can identify ineffective measures in a timely manner and prevent waste.<\/li>\n<\/ul>\n<p><strong>IV. Promote just and fair resilience<\/strong><\/p>\n<p>Adaptation must not deepen inequalities; it must specifically protect those regions and population groups that are most affected by climate change.<\/p>\n<ul>\n<li><b>Community benefit:<\/b> Ensuring inclusive protection, where, for example, seniors in overheated urban centers are not left without help.<\/li>\n<\/ul>\n<p><strong>V. Strengthen private adaptation<\/strong><\/p>\n<p>The private sector must bear its share of the responsibility for risk management, thereby reducing dependence on public budgets.<\/p>\n<ul>\n<li><b>Benefit for the citizen:<\/b> Reducing the current <b>75 % gaps in climate insurance<\/b> (as only 25% of losses in the EU are currently insured) leads to more stable prices and more affordable asset protection.<\/li>\n<\/ul>\n<p><strong>VI. Integrate policies<\/strong><\/p>\n<p>Climate resilience must be embedded in all sectors, with particular emphasis on: <b>cross-border risks<\/b>.<\/p>\n<ul>\n<li><b>Community benefit:<\/b> Better protection against flooding, as more than <b>60 % of European rivers cross national borders<\/b>, which requires harmonised construction and safety standards.<\/li>\n<\/ul>\n<p>These principles form the basis for transforming Europe into a socially resilient whole.<\/p>\n<h5>3. Solidarity with vulnerable groups (children, the elderly) and affected regions is not only a moral gesture, but a necessity to preserve the integrity of the European single market.<\/p>\n<p><b>3 key elements of a Monitoring, Evaluation and Learning (MEL) system:<\/b><\/p>\n<ol>\n<li><b>Identification of &quot;avoided losses&quot;:<\/b> Tracking how much money and lives we have saved thanks to timely investments.<\/li>\n<li><b>Maladaptation detection:<\/b> Early detection of projects that solve the problem in the short term but increase risk in the long term (e.g. over-irrigation leading to groundwater depletion).<\/li>\n<li><b>Flexible course correction:<\/b> The ability to quickly adjust policies based on the latest scientific knowledge and feedback from the field.<\/li>\n<\/ol>\n<p>These strategic steps are aimed at a single goal: a safe and stable Europe by the middle of this century.<\/p>\n<h5>4. Vision 2050: Building a resilient and united Europe<\/h5>\n<p>The European Union is building a vision of a fully climate-resilient society by 2050. Strategic planning is based on the scenario <b>SSP2-4.5<\/b> (projected warming of 2.8 \u2013 3.3 \u00b0C), while <b>stress testing<\/b> an even worse scenario is used <b>SSP3-7.0<\/b>.<\/p>\n<p><b>Main target areas of Vision 2050:<\/b><\/p>\n<ul>\n<li><b>Health protection:<\/b> Eliminating heat deaths through passive cooling and green spaces.<\/li>\n<li><b>Food and water safety:<\/b> Adaptation of agriculture to changed precipitation cycles.<\/li>\n<li><b>Financial stability:<\/b> Linking climate risks to Member States&#039; fiscal planning.<\/li>\n<li><b>Ecosystem resilience:<\/b> Restoring natural barriers that protect against cascading risks.<\/li>\n<\/ul>\n<p><b>Legal and moral obligation<\/b> Principle <b>\u201e&quot;leave no one behind&quot;\u201c<\/b> is now not only a moral imperative but also a legal obligation. According to a landmark 2025 opinion of the International Court of Justice (ICJ), a state\u2019s failure to adequately adapt can be considered a <b>\u201e&quot;internationally wrongful act&quot;\u201c<\/b>.<\/p>\n<p>The private sector and the mobilisation of investment through the EU budgetary framework are the engines that will turn this vision into reality. Transformation is a shared effort, where every euro invested in resilience today saves many times more in the future.<\/p>\n<h5>5. Practical recommendations for students and citizens<\/h5>\n<p>To function effectively in the new climate reality, you should adopt these three messages:<\/p>\n<ol>\n<li><b>Adaptation is a condition for survival, not an alternative:<\/b> Warming in Europe is already part of the system.
