State aid framework for clean industries"},"content":{"rendered":"<p>The European Union (EU) has adopted a State Aid Framework for Clean Industries (<a href=\"https:\/\/competition-policy.ec.europa.eu\/about\/contribution-clean-just-and-competitive-transition\/clean-industrial-deal-state-aid-framework-cisaf_en\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0000ff;\">CISAF<\/span><\/a>) for several key reasons that are closely linked to its ambitious goals and the current global environment.<!--more--><\/p>\n<p>The main reasons for adopting CISAF are:<\/p>\n<ul>\n<li><strong>Achieving climate neutrality by 2050 and decarbonization<\/strong>: The EU has set itself the ambitious goal of achieving climate neutrality by 2050. Part of this effort is a commitment to decarbonise its sectors with the highest greenhouse gas (GHG) emissions, such as electricity generation and industry.<\/li>\n<li><strong>Maintaining the EU&#039;s industrial competitiveness<\/strong>: In today&#039;s world, marked by geopolitical tensions, slow growth and intense technological competition, the EU is striving to remain <strong>a competitive industrial and technological powerhouse<\/strong>Decarbonization is seen as <strong>growth engine<\/strong> throughout the value chain.<\/li>\n<li><strong>Responding to external pressures and the need to boost investment<\/strong>:\n<ul>\n<li>CISAF follows on from and replaces <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=CELEX:02023XC0317(01)-20240502\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0000ff;\"><strong>Temporary Crisis and Transition Framework (TCTF)<\/strong><\/span><\/a>, which was implemented in response to the American <strong>Inflation Reduction Act<\/strong> and Russia&#039;s invasion of Ukraine. These events have affected the EU&#039;s competitiveness.<\/li>\n<li>While the TCTF has already significantly relaxed state aid restrictions, <strong>CISAF goes even further<\/strong> with the aim of <strong>simplify procedures and promote investment in the EU<\/strong> to strengthen competitiveness. CISAF appears to be redoubling its efforts in the race for subsidies, but with a more sophisticated, strategic and long-term approach.<\/li>\n<li>CISAF is trying <strong>attract investment from third countries to the EU<\/strong> through matching aid provided by third countries.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Implementation of the recommendations of the Draghi report on EU competitiveness<\/strong>: The European Commission has launched an initiative <a href=\"https:\/\/commission.europa.eu\/document\/download\/9db1c5c8-9e82-467b-ab6a-905feeb4b6b0_en?filename=Communication%20-%20Clean%20Industrial%20Deal_en.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0000ff;\"><strong>Clean Industrial Deal<\/strong> <\/span><\/a>in February 2025, taking into account these objectives and the key recommendations of the Draghi report. The report highlighted the need <strong>unlock private equity<\/strong> to meet EU objectives. In particular, CISAF enables Member States to mitigate risks for private investment.<\/li>\n<li><strong>Supporting the entire value chain of clean technologies, including nuclear<\/strong>: CISAF supports the entire value chain of technologies that reduce greenhouse gas emissions associated with industrial processes, including nuclear technologies.
