Since 2008, the Covenant of Mayors has supported more than 11,000 cities and local governments in Europe in developing and implementing\u00a0\u00a0<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/eu-mayors.ec.europa.eu\/en\/resources\/reporting\" target=\"_blank\" rel=\"noopener\">sustainable energy and climate action plans<\/a><\/span><span style=\"color: #0000ff;\">\u00a0<\/span>(SECAP).<\/p>\n<p>This complex\u00a0<span style=\"color: #0000ff;\">update<\/span> \u00a0It takes into account the latest policy developments, improves guidance on risk and vulnerability assessment, and introduces new methodologies for assessing energy poverty \u2013 a growing urban problem.
