Its purpose is to <strong>mitigate the social and economic impacts of climate change<\/strong> for<!--more--> the most vulnerable groups \u2014 e.g. households affected by energy or transport poverty, small entrepreneurs and transport users at risk (<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" title=\"[PDF] Review of expenditure and revenue in the energy sector - Ministry of Finance\" href=\"https:\/\/www.mfsr.sk\/files\/archiv\/55\/Revizia_po_recenznom_konani.pdf?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">mfsr.sk<\/a><\/span>).<\/p>\n<p>The fund supports:<\/p>\n<ul>\n<li>energy efficiency and building renovation,<\/li>\n<li>transition to low- and zero-emission mobility,<\/li>\n<li>installation of clean heating systems,<br \/>\n-part of the resources can also be allocated to <strong>temporary direct financial assistance<\/strong> (<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" title=\"[PDF] Review of expenditure and revenue in the energy sector - Ministry of Finance\" href=\"https:\/\/www.mfsr.sk\/files\/archiv\/55\/Revizia_po_recenznom_konani.pdf?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">mfsr.sk<\/a>, <a style=\"color: #0000ff;\" title=\"Social Climate Fund - European Commission\" href=\"https:\/\/climate.ec.europa.eu\/eu-action\/eu-emissions-trading-system-eu-ets\/social-climate-fund_en?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">climate.ec.europa.eu<\/a><\/span>).<\/li>\n<\/ul>\n<h5>\ud83d\udcb0 Financing and total volume<\/h5>\n<ul>\n<li>The SCF will be financed by revenues from ETS2 emission allowances and an additional 50 million allowances from ETS1, namely <strong>a total of up to 86.7 billion euros<\/strong> for the period 2026\u20132032 (<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" title=\"Social Climate Fund - European Commission\" href=\"https:\/\/climate.ec.europa.eu\/eu-action\/eu-emissions-trading-system-eu-ets\/social-climate-fund_en?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">climate.ec.europa.eu<\/a><\/span>).<\/li>\n<li>Each Member State must contribute at least <strong>25 % co-financing<\/strong> to your own plan (<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" title=\"[PDF] Review of expenditure and revenue in the energy sector - Ministry of Finance\" href=\"https:\/\/www.mfsr.sk\/files\/archiv\/55\/Revizia_po_recenznom_konani.pdf?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">mfsr.sk<\/a><\/span>).<\/li>\n<\/ul>\n<h5>\ud83c\uddf8\ud83c\uddf0 Slovakia&#039;s position and implementation plan<\/h5>\n<ul>\n<li><strong>Slovakia will have approximately 1.53 billion euros allocated<\/strong> from the SCF for the years 2026\u20132032, which represents about <strong>\u20ac265 per person<\/strong> \u2014 among the highest values in the EU (<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" title=\"Slovakia could draw over 1.5 billion euros from the EU&#039;s Social ...\" href=\"https:\/\/europeannewsroom.com\/slovakia-could-draw-over-1-5-billion-euros-from-the-eus-social-climate-fund\/?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">europeannewsroom.com<\/a><\/span>). <strong>Slovakia has not yet transposed the directive that would allow it to draw 1.53 billion euros from the Social and Climate Fund<\/strong><\/li>\n<li>The Ministry of the Environment and the Ministry of Finance record that 383 million euros of this amount will be financed from the national budget as a share of 25 %.<\/li>\n<li>Slovak <strong>Social-Climate Plan<\/strong> to be submitted by June 2025; the plan will include three pillars: <strong>buildings, transportation and direct support<\/strong> (<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" title=\"[PDF] Review of expenditure and revenue in the energy sector - Ministry of Finance\" href=\"https:\/\/www.mfsr.sk\/files\/archiv\/55\/Revizia_po_recenznom_konani.pdf?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">mfsr.sk<\/a><\/span>).<\/li>\n<\/ul>\n<p>The Commission provides technical support to members \u2013 Slovakia is one of 10 countries in the pilot phase under the TECHNICAL SUPPORT INSTRUMENT (<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" title=\"Social Climate Fund - European Commission\" href=\"https:\/\/climate.ec.europa.eu\/eu-action\/eu-emissions-trading-system-eu-ets\/social-climate-fund_en?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">climate.ec.europa.eu<\/a><\/span>).<\/p>\n<h5>\u2705 Efficiency assessment<\/h5>\n<ul>\n<li>Expert studies (e.g. Wuppertal \/ Ramboll) emphasize that SCF is <strong>an important tool for protecting vulnerable groups<\/strong>, but several sources warn that its volume <strong>&quot;does not reach the root causes of poverty&quot; but responds primarily to added costs<\/strong> caused by ETS2.<\/li>\n<li>Bruegel recommends that countries use the SCF by supporting investments with long-term impact and timing that is sensitive to social needs.<\/li>\n<\/ul>\n<h5>\ud83d\udd0d <strong>Critical challenges to Slovakia<\/strong><\/h5>\n<ol>\n<li><strong>Target the aid sufficiently<\/strong> on households in energy and transport poverty \u2013 high-quality mapping and analysis by region is needed (<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" title=\"[PDF] Review of expenditure and revenue in the energy sector - Ministry of Finance\" href=\"https:\/\/www.mfsr.sk\/files\/archiv\/55\/Revizia_po_recenznom_konani.pdf?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">mfsr.sk<\/a><\/span>).<\/li>\n<li><strong>Effective co-financing 25 %<\/strong> \u2013 mechanisms will have to be prepared to draw 383 million euros from the state budget.<\/li>\n<li><strong>Linking SCF with existing funds<\/strong> \u2013 such as the Just Transition Fund or the Modernisation Fund; However, implementation depends on:<\/p>\n<ul>\n<li><strong>timely readiness<\/strong> \u2013 submission of the plan by June 2025,<\/li>\n<li><strong>targeting specific groups<\/strong> \u2013 effective spending of resources on the most vulnerable,<\/li>\n<li><strong>national and regional coordination<\/strong> \u2013 building connectivity, mobility and direct assistance with priority for EU objectives.<\/li>\n<\/ul>\n<p>Slovakia has established solid frameworks and mechanisms that can take advantage of the exceptional opportunity.
