This prohibition is intended to improve the functioning of the internal market while contributing to the fight against forced labour worldwide.<\/p>\n<p><strong>1. What is meant by the term &quot;forced labor&quot;?<\/strong><\/p>\n<p>The Regulation defines &quot;forced labour&quot; in line with the definition given in ILO Convention No. 29. It means any work or service which is exacted from any person under the menace of any penalty and for which the said person has not offered himself voluntarily. However, there are exceptions, such as compulsory military service, civic obligations or work carried out pursuant to a court conviction.<\/p>\n<p><strong>2. How does the regulation apply to products sold online?<\/strong><\/p>\n<p>Products offered for sale online are considered to be made available on the Union market if the offer is aimed at end-users in the Union. This means that even if the product is physically located outside the Union, if the seller is aiming at consumers in the Union, he must comply with this Regulation.<\/p>\n<p><strong>3. What are the obligations of economic operators under this Regulation?<\/strong><\/p>\n<p>Economic operators are required to ensure that the products they place on the Union market, make available on it or export are not produced using forced labour. To this end, they should implement due diligence procedures and cooperate with the competent authorities.<\/p>\n<p><strong>4. What role do customs authorities play in enforcing this regulation?<\/strong><\/p>\n<p>Customs authorities are responsible for checking products entering or leaving the Union market in order to identify products that may have been produced using forced labour. They cooperate with the competent authorities to stop and remove such products from the market.<\/p>\n<p><strong>5. What sanctions are faced by economic operators for violating this regulation?<\/strong><\/p>\n<p>Member States are required to lay down effective, proportionate and dissuasive penalties for infringements of this Regulation. These penalties may vary depending on the seriousness of the infringement, but may include fines, prohibitions or withdrawal of products from the market.<\/p>\n<p><strong>6. What tools are available to help economic operators comply with this Regulation?<\/strong><\/p>\n<p>The Commission provides economic operators with various tools to support compliance with this Regulation, including due diligence guidance, a database of forced labour risk areas and products, and a single web portal with information on the Regulation.<\/p>\n<p><strong>7. How will the effectiveness of this regulation be evaluated?<\/strong><\/p>\n<p>The Commission is required to carry out an evaluation of the implementation and enforcement of this Regulation and to submit a report thereon to the European Parliament, the Council and the European Economic and Social Committee.
