The latest version is available on the GHG Protocol website.

2. Overall process:

The development or revision of a standard takes place in several steps, and revisions are carried out in five-year cycles.

3. Preparation for the development or revision of the standard:

First, the need, scope, and objectives of the standard will be assessed, taking into account stakeholder comments, scientific evidence, policy changes, comparable initiatives, and the effectiveness of the current standard.

The Steering Committee decides whether a new standard or revision will be implemented.

In case of a positive decision, the Secretariat will prepare a Standard Development Plan and a Work Plan. These documents define the process steps, timelines and opportunities for stakeholders to participate in the process.

4. Development or revision process:

The Secretariat establishes Technical Working Groups that provide expert input and recommendations for the content of the standard.

Stakeholder involvement is important to ensure balanced representation in working groups and during public consultations.

There are general and special comment periods during which interested parties can submit their comments and suggestions.

Public consultation is conducted for all new standards and major revisions, with at least one 60-day comment period.

The Secretariat analyses the comments and prepares a summary that is publicly available.

Based on the comments, the standard will be revised and reissued.

Pilot testing can be used to verify new methods and requirements in practice.

The final version of the standard is submitted for approval and ratification.

5. Deviations from procedures:

The procedures in this document serve as the basis for all new standards and revisions.

Deviations are permitted in exceptional cases where compliance with the procedure is impossible or where an alternative process would better meet the objectives of the GHG Protocol.

Deviations are documented and reported to the Steering Committee.

6. Administrative and non-material changes:

Administrative and non-material changes, such as corrections of errors or updates to factual data, may be made at any time without a formal review process.

Changes are published on the GHG Protocol website and communicated to interested parties.

7. Explanations, interpretations and adaptations:

Clarifications are informative clarifications of requirements and do not require consultation with stakeholders.

Interpretations are normative clarifications with an impact on conformity assessment and require a minimum 30-day consultation period.

Adaptations are adjustments to the standard for relevance in context and require a consultation period as per point 4.4.

8. Urgent revisions:

In urgent cases, such as formal complaints or changes in legislation, the standard can be revised quickly without public consultation.

Revisions are documented, published and communicated to interested parties.

9. Planned review and revision of the standard:

A formal consultation with stakeholders will be conducted within five years of the standard's issuance to review its relevance and effectiveness.

If a need for revision is identified, proceed as per point 3.

If revision is not necessary, the standard is confirmed and the next review date is announced.

10. General requirements for GHG Protocol standards:

Standards must have a clear objective and scope, formal status, approval date, contact information, glossary, a single identification number, and understandable language.

11. Record keeping:

The Secretariat shall archive documents and records related to the development and revision of the standard for a minimum of five years.

12.
