The FAQs cover general issues such as interoperability with NACE, ESRS and CSRD codes, CSRD Adverse Harm Reports (DNSH) on pollution, biodiversity, adaptation and third party verification. This document is a draft Communication from the European Commission on the interpretation and implementation of certain legal provisions of EU delegated acts on taxonomy. The document was approved in principle on 29 November 2024 and its formal adoption in all official languages of the European Union will take place at a later date, once the language versions are available.<\/p>\n<p><strong>The main objective of this Communication is to facilitate the effective application of EU delegated acts on taxonomy.<\/strong> The Communication focuses on technical issues related to the criteria and activities included in the delegated act on the taxonomy for the environment and additional issues related to the activities included in the delegated act on the taxonomy for the climate.<\/p>\n<p><strong>The Communication complements previous Commission Communications published so far on the EU taxonomy and its delegated acts.<\/strong> However, it does not include many questions and suggestions regarding the justification and evidence for the selection of criteria.<\/p>\n<p><strong>The Commission&#039;s priority is to simplify the taxonomy framework for businesses, both financial and non-financial.<\/strong> The Commission is working to make reporting easier and reduce costs for businesses.<\/p>\n<p>The notification includes:<\/p>\n<ul>\n<li><strong>Explanation of relevant terms and list of applicable legislation.<\/strong><\/li>\n<li><strong>Answers to frequently asked questions (FAQs) regarding the technical screening criteria (TSCs) set out in the delegated act on the taxonomy for climate (including amendments to the delegated act on the taxonomy for climate) and the delegated act on the taxonomy for environment, as well as the obligations to disclose information on non-climate environmental objectives set out in the amendments to the delegated act on the taxonomy for disclosure.<\/strong><\/li>\n<li><strong>Answers to general questions about the EU taxonomy, such as:<\/strong>\n<ul>\n<li>How to interpret Article 18 of the Taxonomy Regulation (minimum safeguards)?<\/li>\n<li>What is the relationship between the DNSH criteria in the EU taxonomy and the way the DNSH principle is applied in the context of public funds?<\/li>\n<li>How to interpret the delegated act on the taxonomy for climate and the delegated act on the taxonomy for environment if the TSCs refer to specific requirements set out in EU environmental legislation but do not refer to exemptions from these requirements that are otherwise permitted in EU environmental legislation?<\/li>\n<li>Are the DNSH criteria set out in the delegated acts on taxonomy more detailed than the requirements of the European Sustainability Reporting Standards (ESRS)?<\/li>\n<li>How can operators carry out a comparative assessment of life cycle greenhouse gas emissions in the context of the EU taxonomy?<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>The Communication also provides detailed answers to questions related to the individual objectives of the EU taxonomy, such as:<\/p>\n<ul>\n<li><strong>Climate change mitigation<\/strong><\/li>\n<li><strong>Adaptation to climate change<\/strong><\/li>\n<li><strong>Sustainable use and protection of water and marine resources<\/strong><\/li>\n<li><strong>Transition to circular economy<\/strong><\/li>\n<li><strong>Pollution prevention and control<\/strong><\/li>\n<li><strong>Protection and restoration of biodiversity and ecosystems<\/strong><\/li>\n<\/ul>\n<p><strong>The notice clarifies existing provisions in the applicable legislation.<\/strong> It does not extend the rights and obligations arising from these legal provisions or impose any additional requirements on the undertakings concerned or the competent authorities.
