The analysis shows an overall good framework<!--more-->, but also reveals shortcomings in implementation, in particular in the areas of reporting, local awareness and the preference for short-term solutions over long-term ones. The report includes recommendations to improve reporting, knowledge sharing and ensure that current and future climate conditions are taken into account in all relevant EU-funded projects. The study also examines a selection of projects from the 2014-2020 period and their impact on increasing adaptive capacity. The report identifies several key obstacles that prevent the EU from effectively implementing adaptation measures to mitigate the impacts of climate change.<\/p>\n<ul>\n<li><strong>Insufficient and ineffective reporting on adaptation measures:<\/strong> Member States do not provide sufficient quantitative data on the implementation of adaptation measures and there are no common indicators to measure progress. This makes it difficult to evaluate the effectiveness of measures and to adapt strategies and plans to changing conditions.<\/li>\n<li><strong>Low awareness at the local level:<\/strong> A survey of 400 municipalities showed that most of them are not aware of adaptation strategies and plans at the EU, national or regional level. Only 161% of municipalities had developed their own adaptation plan. This low awareness and lack of local plans hinder the effective solution of specific climate challenges at the local level.<\/li>\n<li><strong>Difficulties in identifying financing for adaptation:<\/strong> Adaptation funding is scattered across different EU policies, making it difficult to track its allocation and impact. It is not always clear which projects are primarily for adaptation, and funding can be used for projects that contribute to other objectives (e.g. competitiveness) but also worsen the impacts of climate change (maladaptation).<\/li>\n<li><strong>Preferring short-term solutions:<\/strong> Sources show that many EU-funded projects focus on short-term solutions that may not be sustainable in the long term. For example, investments in irrigation systems in agriculture, which may increase production in the short term, can lead to depletion of water resources and worsen the impacts of drought in the long term. Similarly, supporting monoculture forests, instead of diversifying forest stands, reduces their resilience to climate change.<\/li>\n<li><strong>Lack of coordination and cooperation:<\/strong> Sources point to a lack of coordination between different levels (EU, state, region, municipality) and sectors, which hinders an effective and systemic solution to climate change adaptation issues. An example is the lack of connectivity between EU adaptation support instruments (Climate-ADAPT, Copernicus) and national and regional platforms.<\/li>\n<\/ul>\n<p>These obstacles pose a serious threat to achieving the EU&#039;s goal of becoming a climate-resilient society by 2050. To overcome them, it is necessary to improve reporting, raise awareness at the local level, better target adaptation funding and promote long-term and sustainable solutions. <strong><em>Spring<\/em><\/strong><\/p>","protected":false},"excerpt":{"rendered":"<p>The European Court of Auditors&#039; report assesses the EU&#039;s climate change adaptation framework and financing.
