But it remains very difficult to track and demonstrate progress towards this goal due to a lack of rigor in how these projects are officially reported and evaluated. Two years ago, we at the Stockholm Environment Institute (SEI) set out to produce a synthesis of the evidence on the effectiveness of adaptation measures and support. However, the UK government cut its aid budget and our project was one of those to be cancelled as a result. In addition to funding, our analysis was hampered by a widespread and pervasive lack of consistency in reporting and evaluating adaptation projects. Evaluating adaptation efforts has long faced difficulties. Climate negotiators have struggled for six years to assess progress towards the Paris Agreement\u2019s vaguely worded global goal on adaptation. However, as governments acknowledged at COP26 in 2021, they faced \u201cmethodological, empirical and conceptual challenges.\u201d In 2021, the two-year Glasgow-Sharm el-Sheikh work programme on a global adaptation goal was aimed at addressing these issues.
