While a loss and damage fund was established at COP28, there are nowhere near enough public funds and pledges to cover the roughly $2.8 trillion in climate change damage already caused, plus any mitigation or adaptation costs. In the climate change debate, multilateral development banks (MDBs) are often seen as leading financiers. This assumption has several drawbacks. MDBs tend to offer loans as their primary financing mechanism, a process fraught with controversy and questions about its effectiveness. They may hold capital like mortgage lenders, but they are often not venture capital investment experts. On the other hand, private equity organizations have higher risk tolerances and are able to use or even propose different financing mechanisms.
